Question PC only gives video if I connect a USB with the BIOS inside.

A friend is going to upgrade his motherboard (BIOSTAR B550MX E/PRO) and his case, he wants to sell me both for 25 dollars, the problem is: He told me that for his PC to give video he had to have always connected a USB with the BIOS inside (He already upgraded the BIOS), does anyone know how to fix this, CLEAR CMOS?

I'll be honest I really don't care much about having to always plug the USB in, but if it can be easily fixed I will do it.

I'm interested to know because I found a combo of a R5 3600 + RX 5600 XT for $100.
 
this sounds like 1 of 3 possible issues. /solutions

1) check and replace the cmos battery.
2) check bios to see if he set the computer to only boot with usb key enabled, if so "disable it".
3) is the operating system running from the usb drive?
