Question PC performance isn't where it's supposed to be?

Lately my computer hasn't been performing like I feel it should be? I used to run CSGO all high settings no problem, recently I just got on and I have very inconsistent fps and stuttering, at medium settings. I'm noticing the same thing in all other games as well, not playing how it used to by a lot. I've checked everything I could think of and nothing seems to be wrong. Any ideas would be greatly appreciated, thanks.

My Specs:
Athlon 860k overclocked to 4.2ghz
EVGA GTX 750ti
8gb DDR3 Corsair Vengeance ram
Gigabyte GA-F2A78M-D3H
EVGA PSU

model of the psu?
what the cpu/gpu temp and usage during the game?
Evga 600B, usage was between high 60% and 80%, I don't remember the temps but it wasn't anything alarming. I can check to be exact soon. Also my bad it's at 4ghz not 4.2

Update: Thermals during game seem fine, but now that I am watching AMD Overdrive, I can see that one core is at almost 100% all the time, and the other three stay around 20%. I can imagine this is why I am getting such crappy gameplay? Is this something I can fix?
