[SOLVED] PC randomly shuts off as if someone turned off my PSU then turns back on, only happens in Windows 10

So when I first built my PC I was using Windows 7 until I switched to Windows 10 in 2015 . I'd say around a year after switching to Windows 10 I noticed my pc would randomly restart itself while playing games, then shortly after that it would restart when just web browsing, then doing nothing, now in 2020 it's gotten cheeky and does it after I boot to the login screen. Happens even when disconnected from the internet.
I've used 2 other power supplies and even got a new one not even 2 years ago so I know it's not a PSU issue and I've tested with both AMD and Nvidia GPU's and even found out it will also do it with my APU graphics. Tried different RAM and pretty much everything else other than the mobo and cpu.
I've never had this issue with Windows 7, I even went back to it for a while to confirm it. Now I dual boot Linux with W10 and Linux doesn't do it. Only happens with W10.
Specs:
APU: AMD A-10 5800k 4.5ghz OC (water cooled)
Mobo: Asus A78M-E
RAM: 16gb DDR3 1600 Kllisr (Aliexpress ram)
GPU: EVGA GTX 970 SSC
PSU: EVGA 650W Gold
I know my specs aren't the greatest (mainly that crippling A10), can't run most new games at 60fps high settings so I'm gonna do a new build soon.

Most likely it's a power management setting. Windows 10 turns off USB ports and graphics cards, etc - might be it doesn't play nice with some of your hardware. Try unticking allow the PC to turn this device off to save power.

Hi, could you tell more more about the option you recommend unticking? Mine is normally set to sleep after 30 minutes only. I am having very similar problems to OP and would like to try to fix it as well...

My issue started a week or two after installing my current graphics card. I did check the power requirement before and calculators (like this one: https://outervision.com/power-supply-calculator) would recommend ~430W while I have a 550W PSU.

I looked around online and found that my problem is not completely unheard of. I followed some advice and took out the CMOS battery for 5+ minutes two weeks ago and it was fine until today.

Like OP, the reboots started during gaming/full-screen video viewing with multiple windows opened. After a while it would reboot during seemingly light usage; last night I was working on a Google Sheet for 4-5 hours straight and nothing happened, while today the computer rebooted itself several minutes into each login. I also found that turning off the PSU power for a while after it shuts itself down sometimes allow for a longer period before the next reboot, but this is not guaranteed.

Any ideas what else I could try? Is it more likely a motherboard, PSU or GPU problem? Thanks
