Question pc temperature reaching upto 85-90 degrees

my gig includes
I5 9400f
GTX 1650 super
16 gb ram
sooo few days ago, my old power source busted and I got a new one. Since the last few days, I have been checking the temperatures. The idle temperature is 45-70 degrees, while gaming it can strike up to 85-90 degrees. After reading tons of articles, I do realise it is probably normal but still, what can I do to make it a stable 70-80 degrees temperature?

High CPU voltage maybe ? CPU cooler fan not ramping up ?

Voltage and Watts is not same thing, need to know Voltage of CPU at load.

Also, is the CPU fan spinning? Did you change the speed it is spinning at? The program linked above can tell that as well.
I didn't manually slow the fan down, it shows the speed upto 1770 rpm at the highest/at load and 952 at idle
just noticed it reaches upto 2600 rpm while gaming
