Question PC turns off while setting up Windows after a few seconds and automatically restarts.

I've been building my friends computer for about 2 hours and when I did first boot it turned on perfectly. The BIOS works well, it doesnt shut off while on it but once I try to boot off a clean USB, it loads up the Windows 10 setup and after a few seconds the PC restarts on it's own, which doesnt allow me to set up Windows.

turn on the docp/xmp memory profile?
test with 1 stick of ram?
latest bios?
what the cpu temp ?

Yes docp is enabled, it's running the latest bios, and the CPU temp is idling at around 45-47°C
