Question Pc will not boot

My pc won't boot. I determined the m.2 is bad as it isn't read in either slot and I tried it in another pc and it also wasn't read. I installed windows 10 on another drive but when I tried to restart after it finished installing it would no longer boot. I tried the hdd in another pc and it booted fine. I checked all connections and it all seems to be fine. I tried different ram and gpu. I also have been trying with no gpu. On the motherboard the boot white light will turn on but then instantly turn back off and the screen is either black or just has the motherboard logo. It will load bios perfectly fine and I have reset bios multiple times just incase. I have been messing with this for hours and I am stuck.

Ram: g.skill rip jaws ddr4 2x16gb
HDD: WD 1tb
GPU: EVGA 3070ti
PSU: main gear 850w

Can you state where you sourced the installer for Windows 10 from? Please mention the parts you've used to swap and check/rule out your parts being faulty.

Can you state where you sourced the installer for Windows 10 from? Please mention the parts you've used to swap and check/rule out your parts being faulty.

The windows installer I used is a windows 10 USB bought from Microsoft. I swapped out my ram with some vengeance ddr4 2x8gb from an old pc and nothing changed. I swapped my 3070ti out for my old 1070 and again nothing changed. I checked every cable connection and it all seems to be fine

I feel like my motherboard may be bad. I find it unlikely for the m.2 and another component to fail at the same time unless one caused the other to fail. I am down to the cpu and motherboard right now as the only things that could be causing this. I doubt the cpu could cause the m.2 to fail which makes the think the motherboard failing caused the m.2 to fail or the other way around. Would this make sense?
