Question Pc won’t turn on

Hey guys. I’m new to pc building but I recently made a system but my ram got delayed. I tried to test if everything works but when I turned it on nothing happened. I was hoping that I could see if my pc works without the ram can someone confirm or deny this please. Thank you!

Radeon rx 5500xt
g skills ripjaws v series
thermaltake tr2 500w
msi b410m - a pro.

I need to know if a dead motherboard would be sending output to the power supply.
Plugged in 20 pin connectio to motherboard and my power supply fan started spinnin. Does this mean my motherboard is alive?
