[SOLVED] PC won't boot

I built this PC back in 2012 so I don't remember my spec fully.
I know I have Intel Core i5, NVDIA GTX 760, EVGA 750BQ PSU, TZ77XE3 Motherboard

My PSU is functioning (Passed the paper clip test)
My Rams are also functioning (Tried it on my other computer)
I ran a clean test without my ram and gpu, but it did NOT boot
I put in a new battery on my motherboard

When I try to boot the computer, the fans spin for a second and it stops.
This problem has happened before, but somehow it started working again.
But this time, nothing is working.

I am on the verge of building a new PC.
Any advice to fix the current PC would be much appreciated.

Paper clip test shows nothing but that fan is working !!! There are several...

Paper clip test shows nothing but that fan is working !!! There are several voltages to several wires/channels of any which can stop working. Best bet is to try with known good and compatible PSU.
