[SOLVED] PC won't fully shut down ?

When I turn off my pc through start menu it goes through the shut down process and windows shuts down, the monitor turns off, mouse and keyboard lights turns off but fans keep spinning and lights are on. It does not happen every time I shut it down but it happens often. I tried unchecking fast startup in power options but it did not help me.

Update your post to include full system hardware specs and OS information.

Are you sure that the system (Windows 10 ? ) is not trying to complete some updates, backups, or some maintenance functions?

After the next successful boot look in Reliability History.

There may be some entries (error codes warnings, or even informational events) relating to what the system was doing after you shut down the system.

No, windows shuts down normally, there is a youtube video that shows how it looks not mine but I dont know if I can share the link here.

What light is on and which fan didn’t stop? Most mobo rgb stays on unless you turn off the bottom on psu. But fan stays spinning is not normal, maybe the fan cable got shorted.

the specs are:
i5 4460
r9 280x
8gb ram
I dont know whats the motherboard model tho
The lights im talking about are the fan lights and the fans are still spinning, but this doesnt happen every time i shut down the pc sometimes it actually shuts down normally but when i have to plug the psu cable out of the socket when i plug it back in in the morning i can hear the buzzing sound sometimes which is really weird.

When i turn it off and it doesnt turn off normally it just stays on, all the case fans are spinning not sure about gpu, cpu fans but the case fans are definitely spinning and fans are rgb so the lights stay on, about the buzzing sound i have 4 sockets behind my pc desk one is for the monitor other one is for the pc, others are used for some lights or a phone charger, and in one socket i can hear the buzzing sound when i plug the pc cable in it.

I had that same problem along time ago. Was a problem with windows not giving mobo command to shut down the psu. After a fresh OS and updated all software and drivers, problem gone

I guess I should try that
