PC wont start up, Ethernet light blinking

so i just came back after leaving for a week.
my pc wouldn't start up, i noticed the Ethernet light is blinking.
i have pulled everything out of the pc and try'd to boot it outside the case, nothing.
it was working perfectly fine when i left last week.
I've also try'd moving the ram to different slot's, i've removed the cmos battery.
i've ran out of ideas on when to do, since i don't have any thermal paste so i cannot remove the cpu/cpu cooler

update, i've test the psuw ith a paper clip, she turns on.
