PC won't turn on from pressing power button have to unplug psu/hit the switch on and off

Hello, my PC is not turning on from pressing the power button instead I have to press the power button then hit the switch on PSU off and on again to make it boot up and on some rare occasions pressing the power button does work.
I have also tried pressing the power button on the motherboard itself but it will not boot.
I was wondering if anyone has any way of telling if this is a PSU problem or a motherboard problem? Seeing as the PSU seems to be running fine once it has been booted I am some what doubting that is the problem but I am unsure.

Have you made sure that the power connector from the PSU to your GPU is connected properly?

Also make sure your GPU is seated properly into the motherboard slot as sometimes it doesn't 'click'.
 
Same Problem, was wondering if i saw this thread. Was always thinking there is a wrong power jumper or something, but it works anyway. But now have checked these and problem is still there. Mainboard Asus M5A97
 
I have same problem sometime power button works but most off time not working .

I changed my reset key to power key but same thing happened so key is fine , when pc start sometimes there is no power problem too I'm sure it's mb.
