PCI E. 3.0 & Graphic cards

Does the new motherboards with PCI-E 3.0 support the old graphic cards PCI-E 2.X ?

I am willing to go for the MSI X79A-GD65 (8D). However, i still couldn't find any answers if i can use my current video card AMD Radeon™ HD 6990 Graphics on the X79A-GD65 (8D).

Is it compatible ?
