Question PC's get assigned wrong IP Addresses

Hi, so it all started when I moved, I couldn't reach certain Websites or Apps like Lufthansa, Discord, Steam, Tomshardware etc... on the new WiFi.
I looked into it and figured out I was getting wrong IP addresses ( 169.254......, even though my default gateway is 192.168.179.1 ). Several PCs are connected to the internet, yet only my 2 PCs ( Win 10&11 ) are having this issue ( meanwhile other PCs are not having any problem whatsoever, neither do phones or tablets ), I would like to add that this issue only happens with this network, at work or at other friends house everything works perfectly. The WiFi network I'm connected to is originally a business WiFi network with a guest access point ( issue also happening with main access point ), to which I am connected.
I have tried a lot of things like ipconfig /release/renew (error message : "an error occurred while renewing interface Wi-Fi 2 : the dhcp client has obtained address that is already in use on the network. the local interface will be disabled until the dhcp client can obtain a new address." )/flushdns, I have also tried restarting DHCP Service both through Services and CMD ( error message access denied ). I have tried updating my network adapter, but windows says it's up to date.
If I do ipconfig /flushdns and restart both the router and the Laptop ( in this order ), I get a correct IP address, but only for some time, afterwards I get an incorrect one or a duplicate. I cannot restart everything every time as the only way for me to restart the router is to cut the power off of the entire house ( don't have direct access to the router ).
I've been looking into this issue for the past 3 months and can't take it anymore, because I'm at home only on weekends I get to spend all my free time on this issue, and I slowly can't take it anymore.
I would appreciate it if anyone could help me to better understand this issue and maybe help me to solve it.

Not your router - correct?

Who has direct access to the router and the necessary admin rights to the router?
