Question PC's lights and fans stay on while system is shut down

Hi how are ya? Recently did some upgrades and upon testing it out, shutting down results in the fans and case lights staying on. However, if I hold the power on the case it can shut the fans and lights off properly. I updated my BIOS and disabled fast boot on Windows.

Here are my specs.
ASUS GeForce GTX 1060 DUAL-GTX1060-O6G 6GB
MSI B450 Tomahawk
EVGA 750BQ PCU
Ryzen 5 2600 with GameBoost Enabled and Stock Fan

Any idea what's going on?

What are the lights and fans (that aren't shutting off) plugged in to?
What parts are upgrades?
