Technically, instructions per clock are currently quite close between AMD and Intel. The difference is that Intel could reach 5 GHz+ clock speeds, while AMD couldn't. If the rumors are true, they will be able to reach 5 GHz+ with a 12C/16T processor. I think we don't have to worry about its performance, really.
