Question Performance not even close to other benchmarks.

Alright so it's been a while since I posted and I searched the internet and couldn't find any help. I just bought a rtx 3090 and my game performance seems way off. When I played Shadow of the tomb raider at 4k max settings my fps was 60+ with dlss on. All the other games i ran where 60+ except cyberpunk which I decided it's not optimized. Now that I'm back on my 1080p monitor which is 144hz all my games that i played barely average 100fps. and a lot of the games are old and just for fun me and my friend ran dying light on 1080p and he was hitting 165 fps while i was all over the range of 80fps to 120 fps. My friend has a intel cpu with a rtx 2080ti and I have a 1700x WHICH I know is gonna bottleneck my 3090 but even still i should be getting 100+ frames in games like GTA V, Farcry 4 and 5, Immortals phoenix rising, dying light, shadow of the tomb raider and alot of my older games. The one thing I do know is ever since in installed the 3090 my pc would beep either 4 or 5 short beeps (I cant count them too fast). I know my hardware isn't best but looking at benchmarks for the 1700x shows that something is way off.

System Specs-
Cpu= 1700x clocked at 3.9 GHz
Mobo= Asus Crosshair Extreme 6
Ram= G Skill Rip Jaws 16Gb clocked at 3200mhz
Gpu= Rtx 3090 asus tuf oc edition
Psu= 850 gold plus thermaltake tough power
OS= Win10 on a 120 Gb SSD

I do know the only thing I havent updated in years is my hard drive but I don't think that would do it.

Afterburner is monitoring (and tweaking) rather than benchmarking. Things to look for:
  • High CPU usage / low GPU usage (implies CPU bottleneck)
  • 'Temp Limit' or high temps on GPU (implies insufficient cooling and / or fan profile

Now I know my 1700x is bottleneck but I seen people with a 1700x and gtx 1080 get better frames then what im getting.
