Phenom II X4 955 BE stock temperature; OC potential

My level of knowledge with this stuff: I've never overclock anything before and I installed my first CPU yesterday.

I've added a SeaSonic 520W Power Supply (http://www.newegg.com/Product/Product.aspx?Item=N82E16817151094)
And a GeForce GTX 560 Ti (http://www.amazon.com/gp/product/B004XUCCRM/ref=oh_o03_s00_i00_details)

I bought an AMD Phenom II X4 955 Black Edition with the intention of OC it to 3.8-4.0. I installed it with the stock heatsink..however the plug on my motherboard for the CPU fan is 2-pin and the heatsink that came with the 955 had a 3-pin female adapter on it...so I plugged it in anyway leaving the blue cord (from reading this is just for speed control?) unplugged. The fan spins. So I assumed it was working fine.

So temperatures...according to SpeedFan and ELEET my CPU temperatures are somewhere between 51-60 when I'm sitting at my desktop. I tried going into my BIOS and seeing temperatures there but I cannot find them anywhere. Here's a snapshot of my temperatures...I'm not sure which one I should be looking at for CPU but they are in the same range:


So my first question is...why are my idling temperatures so high? I read in a lot of places that 60c is the MAX, and I'm seeing it go to 61-62 just browsing the net.

My second question is about OC. I want to OC it but I don't want to start until I get this temp thing figured out. Do I need to buy an aftermarket heatsink? Can anyone help me pick out something thats quiet but will do the job to OC to around 4.0?
 
How do I fix that? All I did was install the chip and the heatsink...anyone know why it would be at 2.14 volts?










edit:

according to AMD overdrive my core voltages are at 1.4 but my board voltage is 2.14...which one is correct?








Running a few other programs they all show 2.14






I'd like to lower this voltage if possible, but I don't have any BIOS settings to do so.
