Question Pixilation and Shimmering on all games | Tried all I can think of

Hey yall,
Recently I was trying to record an Ark Ascended video and noticed some weird shimmer and lower performance than usual. I later noticed the shimmering in much simpler games like Rocket League and Valheim. I usually record games with no issue, and have been for months. I have no idea what the issue is, and I have tried a number of things including:
-Changing all anti analyzing settings both in game and through Nvidia app + Control pannel,
-Rolling back to multiple Nvidia drivers (always using clean install.
-Completely removing Nvidia and re-installing
-Returning all stock settings from being slightly overclocked through MSI (I had this overclocked for 3-4 months with no issues)
-Changed both monitor and cables
-Checked Windows display settings but everything looked normal
Here are my specs:
Graphics Card: Nvidia RTX 4060ti 8GB
CPU: AMD Ryzen 5 5600 6 Core
RAM: 32.0 GB
Power Supply: CX650M — 650 Watt 80 PLUS Bronze Certified Modular ATX

I really don't want to have to build a new pc as I just had made this one last year. Any help would be GREATLY appreciated!

Using DDU? Manually installing the latest driver sourced from Nvidia's support site in an elevated command(assuming you're on Windows OS)?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

I just had made this one last year
So your PSU is one year old?
