Ok from the top:

1) 60 degree's isn't anything to worry about. Unless you mean idle temps.
With my Arctic Freezer 13 CPU cooler, i get idle temps of low 30's and load temps of mid 60's. Are you using the stock CPU cooler? Or do you have an aftermarket cooler? Is your CPU overclocked?

2) Have you downloaded the latest drivers/patches for both the Graphics card, and the game?

4) I dont have much experience with WinRAR but transfer and extracting speeds are determined by your HDD. The higher RPM your HDD has, the faster files can transfer. 7200RPM HDDs are the most popular.

5) To enable your RAM to run at 1600MHz you need to go into your BIOS and enable XMP.

6) You probably cant run Crysis at full settings with a 6850 but you could certainly use high details and just drop the AA down abit. You could use "high" settings, but probably not "enthusiast" (enthusiast being everything totally maxed out).
Some CRYSIS benchmarks here http://www.tomshardware.com/reviews/radeon-hd-6850-eah6850-ax6850,2794-11.html

fifthly,ok but i shldnt be having problems i running most games in full settings.

Before anything, boot your computer, download some software called HWMonitor. This will show you your GPU, HDD and CPU temps.

After you've done this post the temps for the 4 cores and any other temps that may be relevant and if its still abnormally high (40 degree's+ at idle) ill go through some things to check.

Link here for HWMonitor - or just google it. (I think you just need the normal version, not the PRO version)
http://www.cpuid.com/softwares/hwmonitor/versions-history.html

Link here for an example of what HWMonitor will show you (print screen is of my system - i5-2500k + GTX 560Ti)

EDIT:

Oh and heres a link to a guide for how to enable XMP. The example in the article is for an ASUS Motherboard, so yours should be fairly similar.

Heres an even better picture which should look exactly as your BIOS does: http://www.pcgameware.co.uk/images/asus-bios-xmp-1.jpg

ok i will do this xmp today itself and let u knw.but tell me onething.with a stock cooler will it be safe to tweak the cpu.will changing to xmp create more heat???

Enabling XMP might create some more heat from your RAM since it will be running at a quicker speed but its designed with XMP anyway so heat shouldn't be an issue at all.

Tweaking the CPU with a stock cooler is also fine, you wont get such good results as an aftermarket cooler, but i believe with the i5-2500k you can easily go to 4-4.2GHz without the temps going too high. (Use HWMonitor and aim to keep 'Load' temps under about 70-75 degrees).

You can completly ignor SYSTIN, CPUTIN and AUXTIN these dont seem to relate to anything and mine usually shows something crazy like 126 degrees haha.

GPU temps look good, for Refrence this article http://www.hardwareheaven.com/reviews/1053/pg20/amd-radeon-6870-and-6850-graphics-card-review-temps-noise-power-overclocking.html shows Sapphires 6850 with idle temps of 45 degrees, and load temps of 80 degrees. So your well within the right range there :)

Here's a screenshot of my i5-2500k + 560Ti on a fairly idle load. Just so you can compare some of the temps:
