Plugging in my dvd drive shuts down my pc

For some reason when I switched to a new system, my dvd drive wont take power and it prevents my system from powering on at all. I'm thinking it might be the power supply, as that's the only reason I can think of that it wouldn't boot. I run a 650 watt EVGA now but had a 750 antec, with a 970 msi mobo, phenon 2x6 1090i cpu and a single gtx 970 sc gpu, 16 gigs of ram, and a cooler master hyper 44 cpu cooler.

If the drive is defective could it somehow prevent the pc from powering up? When I plug in other accessories and drives the computer is fine, so I'm thinking it's not a power supply level, perhaps a short or something?

I swapped psus and it worked, then I figured I might try and use one cable from my new psu to use for both dvd and hdd, that worked, couldnt do it before though because the hdd and dvd drive were so far away, so i put them next to each other.
