Poor Performing PC

I recently put together a PC, mostly with parts I already had, and it has a Q6600 OC'ed to 3 GHz and a GTX 770. I know it is a low end CPU, but I have been getting terrbile, horrible framerates in every game I have played. Even in TF2, I got an average of around 22, with frequent dips to around 15. I have seen benchmarks online, and I know it should not be like this. Does anyone know what to do?
 
Solution
Check your CPU and GPU temps while gaming. Are you operating on a clean install of Windows or did you use a drive with Windows already installed? Have you updated all your drivers?
Try disabling antialiasing in game settings it eats up Frame Rate. Also, for example your TF2 is a CPU heavy game, so you will struggle naturally, Pushing your overclock will help

Also, I've got a q6600 at 3.4Ghz stable, running under full load 82-87c, you should push yours higher if you can keep the temps down. (in games it hovers around 70-75c, I play low CPU demanding games mostly).
