Possible Liquid Cooling Issue? Bad Noise?

I've cleaned it out about a couple of months ago and reinstalled new case fans and seem to have no issue playing games yet whenever I decide to use Sony Vegas to render videos I can hear a distant sound coming from it. It can't be the fans as I've just replaced all of them yet it sounds like a fan. Sometimes playing games for a long time causes it to have the same sound. What's wrong?

Perhaps it's coil whine?

Sometimes graphics cards will exhibit coil whine under load. It's basically just an inductor vibrating and usually won't harm anything.

Does that sound like where it's coming from?

No I've actually changed my graphics card recently and it was making the sound before and after

Maybe it's coil whine from the PSU. I come across this less than graphics card coil whine....but it happens.
