What exactly is your problem?!
If what you show is all core clocks then you lose 150Mhz it's not like you are going to notice that difference in anything.
But if you want to you can put PL1 and PL2 to the 148W you got in the first pic if that's all it takes to calm you down.

13th gen processors and motherboards try to run as strongly as they can given the workload and cooling capability.
What was the old case?
Was it in any way different from a cooling point of view?
It was a E-ATX Lian Li PC-O11DX Dynamic, and now i am using a Lian Li O11 Mini.
The CPU temps are the same..

Keep going. A 13900KF might need 250W to 300W. Increase the power limits to whatever your cooling can manage.

Edit - Most motherboards have an Unlimited power limit setting in the BIOS. This sets both turbo power limits to the max, 4095W. No more power limit throttling problems when you do this.
I changed to 178W and seems to be good, not showing ''Yes'' on Power Limit Throttling.
