[SOLVED] power on no boot no fan no display no beep

I recently bought a dell optiplex 390 motherboard and all was working good
I did pût My PC hibernate , today i woke up to start PC :
I sée power light on MBoard but non fan working no no display nous beep ( Not even PSU fan spin all fans no spin )

I5 2500k ( not overclocked)
12gb RAM ddr3 12800
GTX 650 gddr5 1gb
Motherboard optiplex 390 BIOS version latest A14

The problem may be from the RAM, PSU or MB.
