I have a 750w power supply, and If a graphic card is asking for 650w + power supply, will I have enough to power the rest of my components?

Yes. When a GPU manufacturer lists a "Recommended PSU Wattage," they mean that for the whole system. The GPU will not use anything near 650W alone.

The card asking for 650W includes the rest of the system, so that is a whole system power requirement.

However the quality is as important as the total value.

If it's a good quality unit then yes. Those PSU recommendations include, for the most part, the rest of your build although some higher end systems may require a bit more power.

750W tells us nothing, we need to know what is the exact model to make sure it's sufficient for that PSU. Also for the RTX 2070 a high quality 550W PSU would be plenty.

As long as it's a grey label CX or newer RM it should be fine.
