What is the best low cost method to print to the CD in color? I know that
you have to have a special surface for the ink jet printer. Silkscreening
seems to be too expensive so I have been thinking about the ink jet printer,
but I don't know anything about the quality of printers and cost of ink
cartridges out there.

For (relatively) low-cost, you can beat any of the many CD labeling
kits out there (Neato, Stomper, Avery, Expert etc.).

There IS a specialized CD printer out there that prints directly on
the CD from Casio ($99).

The Epson Stylus Photo R200, about $100. It has six individual ink
tanks. I haven't seen any refill kits for it yet.

Prints one at a time in a special tray.

It can print on printable cd/dvds and will print directly on a blank
label stuck on one.
