Problem with GPU load

To start, I have been recording gameplay for about a year without problem with high quality. However, over the past few weeks, I've been noticing that the recording preview was getting choppy, and I was really confused as to why, since I hadn't changed my settings on anything. Then, yesterday, when I started a game, everything other than that game essentially froze up, at which point I looked at my hardware monitor. Turns out my GPU load was at 100%.

So my question is: Is this a problem with my settings, or maybe a recent update in Windows or AMD Crimson? Or is this a problem with my hardware itself?

16Gb RAM

Update: I reverted back to an older AMD Crimson software version and that seems to be the problem. Not sure what they did in the new updates, but my card does not like it.
