Solution
The gfx card will go in the PCIe x16 slot. That is the blue one next to the white slots.

Your memory will be in the 2 blue slots (DIMM) sitting below you CPU socket. If you already have a gfx card, it will be in the PCIe x16 socket.
Uninstall the gfx driver in Win and let it load its default driver for now. Shut down and remove the old card. Install the new card, boot to Win and load the driver that comes with the new card.

$50 USD won't buy you much in the way of a gfx card, but at 1024x768 you can get by with one of these: http://www.newegg.com/Product/Product.aspx?Item=N82E16814150712
Here's some more that will be in that price range...
CS:GO may not be a multi-threaded threaded game. What was the single core you used to have?

Also, your aging, weak gfx card may be the weak link in the chain anyway... even at 1024x768. Even the very fastest of the HD 3400 cards was only equal to the Intel HD Graphics 3000 integrated video. What is the exact model HD 3400?

Then can you give me some ideas which graphic card i should buy my knowledge is limited i dont even know which slot is it ddr2,ddr3... and my budget is about 50$ but in my country that is aboud 90KM.

Solution
No, that card is even worse than your existing card.
Calvin7 brings up a good point I failed to catch. Your Phenom X4 9500 and DDR2 memory is not compatible with that motherboard. That MB cannot work with that processor and memory. Did you provide the wrong specs or is this a joke.
