Processor video question..

How much of a difference would there be between a Intel p4 650 and amd 4000+ processor if the amd had a 7800gt 256 and the intel had a 1900 512 video card? I am interested in frames per second. I know some games will be different. Maybe HL2, quake 4, and such.. thanks
