Question programs freeze/hang up when launching

I upgraded from:
Mobo: Asus b350-f -> b550 gaming plus
Cpu: Ryzen 1600 - > 5600x
GPU: gtx1060 -> rtx3060ti

Problem: Opening games like Overwatch or even nvidia display settings or geforce causes my computer to freeze and I have to hard reset my computer.

OS boots fine
Opening internet browser and small program fine
CPU&GPU Temps >40c
Ram is xmp to 3200 (but issue was prevelant at stock mhz)
Gpu works fine. Testing it using it on b350 and 1600 cpu.

I have an inkling it may be my b550 mobo. This is my 3rd board of this model. The first 2 wouldn't flash bios. 3rd one flash bios but Ethernet Port does not work. I have an ASUS b550-f coming in and hoping that may resolve these issues.

I looked up PSU wattage problems and it matches my situation exactly with programs freezing when launching. I have a 750w psu which is more than enough. It's been around 4-5 years though, maybe its time to get a new one? Pcpartpicker calculated my build to be ~400w. So maybe I can try grabbing a 500w+ psu and see if that'll help?

Any ideas would be great. Is it a mobo or psu issue or am I missing something else?

Your windows may not be setup properly, can you run some benchmark programs and tests ?
