Question prolem low gpu and cpu usage with new gpu

i recently upgraded my gpu from a gtx 970 to an rtx 3060 ti i am pairing it to a i5-10400f i am almost sure that it is not a bottleneck because i have seen people match it with a 3070ti with no bottlenekc in my case it works but i find it really weird that in some games like shadow of the thomb raider the performance is really good and the usage is good but in microsoft flight sim 2020 the performance is very bad and the usage is very low for the cpu and gpu the same for hogwarts legacy does anyone know what i can do about it

i do have only 430watt corair psu
i have normal themps gpu not reaching over 65 celcius cpu i dont have themps for but probely not really high.
i play at 1080p for now

cpu/gpu temp and usage during the game?

Paring such a good card with that PSU is a sin.
But the problem could be driver related, did you just plug in the new GPU and installed the new driver?
The old drivers might be interfering with the new ones, there is tons of threads in here about how to clear out old drivers, look those up and see if that works.
