You can use a 550 watt if you want. If you're more comfortable with a bit extra that's fine too. The most important thing is to get a good quality model. If I was buying one right now for the specs you listed it would be one of these:

Newegg has EVGA 550 GA for $95 and a Seasonic Focus GM-650 for $100

The Cougar GX-S series are newer than some of their models. Usually they're made by HEC but this model is a different platform made by Sirfa. It's not a bad unit but it can't really compare to the Super Flower Leadex III that I recommended, which is in a higher class of quality altogether. If you are getting the Cougar for a lot cheaper it may be worth considering, if that's what you're willing to settle for.
