PSU Too Strong for my House?

I just recently bought a new PSU:

However, I can't get it to work. When I hook it up and turn it on, the lights in my house briefly flicker and nothing happens. The fan doesn't turn on on the PSU or the CPU. All I hear is a small hissing sound from the PSU. I hook up my old power supply and everything works. I try again with the new one, and nothing.

So today I took it back to Tiger Direct to exchange it and the tech guy hooks it up to his little testing thing and the PSU turns on. I go back home to try it again, and it still doesn't work. I have triple checked my connections and they are fine. Everything is snapped into place. The old PSU works flawlessly (400W with dual rails at 18A).

Now, could it be that the power outlets in my house (it's an older place) aren't strong enough for this PSU (because my lights flicker every time I turn it on)? The PSU is a single rail 60A unit. Would exchanging it for a multi-rail unit with smaller amperage per rail work maybe?
 
If the lights dim when you plug the PSU in then either you have a wiring problem or the PSU is defective.

It does not matter what the PSU is rated at (ie 60 Amps on the 12 volt rail), it will ONLY draw as much as the computer wants. Probably no more than 350 Watts.
REALY should identify the computer at least the CPU and GPU. Also the make and model of PSU - Some PSUs are just a cut above junk.

added: PS 60 Amps on the +12V rail vs a muliraIL PSU is not the reason it is not working.

See that red switch on the back? That means it has no active PFC. That means junk. Here is a real review of a DiabloTek PSU.

What do they have in common? Both are straight up junk.

The PSU tier list is not perfect but is a good general guide. Notice DiabloTek is tier 5. That would be the "do not buy" tier.

My advice is to take that crap back and buy a quality unit from Corsair, Seasonic, PC Power and Cooling, XFX, Silverstone, Enermax, OCZ or Antec. You can get a quality unit for close to the same price as a crap brand, just stick with the brands I listed and you will be fine.
 
The UL number on the DiabloTek PSUL775 indicates that it is made by Great Wall.

Great Wall makes some good power supplies (e.g. OCZ ZT Series and ZX Series) and some horrible junk (e.g. LC-Power low end series several models).

Diablotek has always chosen the cheapest of the cheap for their products.
 
are you running it off 110v or 240v it may be set to the wrong voltage... if your house is 110v and your psu is set to 240 it wont turn on and may cause the issues with the house electrics (although it shouldnt affect the lights as they should be on a different ring to the wall sockets for safety reasons).
if you are running on 240 in the house and the psu is set to 110 it may just blow...
