Q6600 is at 3GHz but CPUZ flashes between 2GHz then 3GHz?

I have a GA-965P-DS3 with a Q6600 running at 3GHz 333x9 and the Intel Thermal Analysis Tool shows it at 3000MHz but when I open CPU-Z or Gigabyte Easy Tune it will say 1998MHz with a X6 multiplier, then after a couple seconds it will say x9 and 2997MHz like it should and then go back to 1998MHz. I know its not the CPU because this happend on the same board with a E4300.

This is simply Intel's speed step working to keep your processor cool and reduce power draw.
You can turn this feature off in the bios if you'd like.

buddy... as they said, its a power saving feature... I recommend u keep it turned on... Wont hurt u... if u lvoe to see ur processor at 3001Mhz, just load it with something :)
