My quadro 4000 seems to be running at only PCI Express x8 2.0 when i check the Nvidia Control Panel. The card is installed in the first slot, which clearly indicates that it is the x16 slot.
Here is a screenshot:

Is it normal that it just "indicates" that way, but runs at x16?
Also, my card is running very hot at idle, with temperatures above 50-60 degrees Celcius. Is this normal? I am a bit worried as this card is valued at 700$.
EDIT: The drivers have the latest updates, which is the version
275.89.

You should check your MOBO manual.
But the temps, I've read around here that the Quadro is usually 90C in full-load.It is normal. Its made to work up to 110C, 115C is when the failsafe activates and the card shuts down. Also it is known for having poor stock cooling, you should get an aftermarket cooler(preferably water). But its fine as long as you have good airflow.

What make/model of PSU are you using? Poor power can lead to some heat issues. Your temps are fine, but you don't want to take chances given the cost of the GPU.

Regarding x8 vs x16, the GPU should definitely be working at x16. Try powering everything off and reseating the GPU into the primary PCI-E x16 slot.

What make/model of motherboard are you using? Also, what are your rig's basic specs?

PSU: SeaSonic S12II 620 Bronze 620W
CPU: i7-2600k
Mobo: Gigabyte Z68X-UD3H.

I checked the manual, and the graphic card is in the primary PCI-E x16 slot. I will try to replug it.
