What is a normal percentage of GPU usage while watching a 1080p Youtube video with hardware acceleration turned off? I am using an RTX 3070 and it normally hovers between 15% and 20%. Is this okay?

There is no right or wrong amount; your system hardware will be utilized the amount that is needed to properly decode your youtube video.
