Question R9 270X GPU failure?

Hello,

I would like to know whether its the GPU or the MoBo failure.

I had this system for 6 yrs. had no problem, played BF3, BF4, Arma 3, Planetside 2, Solidworks , until last year. the PC restarts randomly and sometimes it starts but no display. but after several restart attempts it gets working. but now it has completely stopped the display.

Computer Specs :
CPU - FX8320
RAM- 8GB 1600 (2X4GB)
GPU- R9 270X 2GB SAPPHIRE (bought used).
MoBo- Asus M5A99X Rev 3
PSU- 650W Powercool
HDD: 128 SSD(Win10) and 1TB Seagate

I read the manual and I understood that when VGA red light pops up, its GPU fault. so i switched it from Blue PCI to White PCI. the system works fine but restart every 5mins.

realised RAM is not among compatible list & TPU switched on does not any difference.

I have updated BIOS via USB BIOS flash successfully by following the manual.

just yesterday the system was work. but what seems to be the problem ?

I found the reason for 5mins restart, when placed on second slot gpu's cooling fan stops working and heats up.

i placed a fan near it. now it works, been on it for 5hrs non-stop but did not play games and according to task manager CPU 30% GPU at 77%. just dwnld steam library and intrrnet surfing.

why does the fan stop spinning after boot ?
