Question r9 280x boot loops and crashing when installing any AMD driver

The issue is exactly as stated
I cant seem to find any driver that will not cause an immediate crash
the bios version is 015.041.000.0003 and i dont know if my latest version of windows 10 supports it, if that might be an issue
its a 280x windforce gigabye tri fan and i have a day of checking warranty left from the guy i bought it from
multiple ddu runs did nothing so i need to ask if i should return it
an immediate reply would be greatly appreciated
rest specs are
ryzen 2600
3070ti zotac
16gb 3200mhz ram
Cx 750m psu
500gb ssd
Windows 10 latest
the pc is a ok as i pulled out my own card to test this one

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:

Might want to include the other GPU you've used to rule out your platform being ok. If you can, pull up GPU-Z and see what the memory and specs show for the GPU that's been suspected of being the culprit.
