Question Ram Constantly at 60-70% usage (With nothing Open)

Hello people of Tom's Hardware!

My computer recently has been lagging in many applications and looking at my task manager, I see this:

With nearly nothing open, right after a fresh boot.

I've seen solutions relating to a Memory Leak, but my Non-Paged pool isn't as high as people with a leak, and I thik all my drivers are up to date. It's causing my games to lag a-lot and I can't find any solutions, please help!

Gigabyte B75M-D3H with newest BIOS
8gb DDr3 1600MHz 11 CAS
Gigabyte RX580 8GB with newest Drivers

Its windows, something is always using your ram....

Click on open Resource monitor below and switch to the memory tab there.

When I do that, it just gives a list of programs, each only using at the most 15 to 20mb ram, a few programs like AMD and Chrome at 200 to 300, nothing that adds up to 4 gigs
