Ram speed appears 10% higher?

Ok, so I have 16GB worth of this Corsair 1600mhz RAM:

Now, when i ran CPU-Z i noticed that it wasn't running at 1600mhz, it was running at something like 1440mhz which confused the hell out of me. So i went into the Bios and i noticed that the Desired or Target speed listings were all 10% higher than they should be (1333, 1600 1866 etc.)

So i set it to 1760mhz and adjusted the timings to what they should be for 1600mhz. I check CPU-Z and sure enough it's running at 1760mhz:

The DRAM voltage is currently set to 1.5v as recommended.

What is going on? Why is my RAM appearing to be overclocking itself?

SPECS:
AMD FX8350 OC'd to 4.4Ghz on a Asus M5A87 MOBO
XFX 7950
16GB Corsair Vengeance 1600mhz
Powercool 80+ 750W PSU
