Question RAM usage 90%+ at idle. Task manager shows nothing.

Hi all, been a long time since I posted here but can't seem to solve this one.

16GB DDR5 RAM @ 6000mhz sitting at 95%+ usage at idle in Windows 10. Task manager shows the process utilising the most ram is antimalware service executable at ~150-200mb, all other services <80mb. However, performace tab lists 15.6GB+ "in use".

This happens unreliably, sometimes it boots fine and utilisation hovers around an expected 25%.

I have tried:
- Turning off EXPO in BIOS and running at stock 4800mhz.
- Updating BIOS
- Physically reseating the RAM (it worked fine before, so no suprise it didn't work)
- Updating drivers (they were all up to date already)
- Running windows RAM diagnostic tool mdsched.exe (no errors found)

I am thinking some sort of memory leak, but I haven't got a clue how to diagnose such a thing when task manager shows nothing. Is it over for me? fresh windows install..?

Task manager/startup......disable everything see if it makes a diff.
