Question Random Artifacts on Windows but not in games

So I'm getting some random artifacts that look like black horizontal bars, weird thing is that they only appear on Windows and when I have a game opened but it happens random(about 8-9 times so far in the past few months). Restarting the computer will fix the issue but I would like to fix it completely if possible. Alt tabbing to the game and everything is normal but returning to windows the artifacts are still there. I will have a video of the artifacts linked.

list pc specs please.

and try this out:
1- run furmark make sure gpu is at 98%+
2- leave it running for a 5 minutes
3- check GPU temp.
4- do you see any artifacts?
this will rule out temp issue.
