I unplugged HDMI from Video card and re-plugged and haven't had an issue in a few hours
It is sounding more and more that you have an issue with your GPU. And it may not be drivers/software issue, but instead hardware issue.

Software wise, formatting your OS drive and making a new, clean Win installation, will get rid of all software issues, including bloatware and malware (except rootkits). So, software wise, Win clean installation is last ditch effort to fix things.

Now, if issue is hardware, there is one more thing you can do, to narrow things down;
remove your GPU from the system completely and connect monitor to MoBo. This way, you'd be using iGPU inside the CPU.

If everything is butter smooth when using iGPU and there are no issues, your RTX 2080 Ti is the problem.
In this case, only fix is new GPU.

I think I need to buy a new video card. Any Ideas? Everything was fine for two days and now My game just crashes. I decided I am just going to buy a new video card but do I buy a 2080 ti refurbished? or should I buy a 3090 ti? and will it fit in my Case and is 850W PSU good enough? I spent $1400 dollars on this 2080ti like four years ago.

I am going to replace my PSU that I bought with a CORSAIR RM850x Fully Modular ATX Power Supply - 80 PLUS Gold and looking into new video card I just don't know if it is smart to buy another 2080 ti refurbished or a brand new one seems like the price is super inflated and hard to find.

I advise against buying RTX 20- or 30-series, especially used (refurbished) ones, since for very high chance, those are ex-mining GPUs and on it's last breath. So, those may not last long at all. Also no warranty with used GPU as well.

Better to buy brand new RTX 40-series GPU.
For 850W PSU, highest you can go, is RTX 4070 Ti Super. RTX 4080 would require 1000W PSU.

I just worry about if the 4070 Ti would even fit and if it is compatible with my MOBO. Will put it in my PC Part picker.

Also I see a ton of 4070 Ti SUPER....and what manufacture is good?

I like Nvidia if I can buy them but I see a lot like Asus, MSI, etc. I just don't really know what manufacture to go with. I am looking at this one Asus ROG Strix GeForce RTX 4070 Ti SUPER
