I used to play wireless on around 40 (sometimes 200) ping but the first month or so after going to ethernet i averaged 10-11 ping with little to no issues only having higher ping when downloading. But after that month, my ping can be so inconsistent sometimes being at 40-50 ping or 200-400 and also sometimes being at 10-11 ping again with no real telling of what the change is for. the only pattern i have noticed is 70% of nights it is high 400 ping and 30% of nights it is consistent 11-12 ping on games like valorant and cs and around 15 on discord. even though late at night, i am the only device on in my house that is being used. and even writing this at about 2am, my ping on discord is 400 rn. when my ping and overall internet speed changes, i ask everyone in my house if they are downloading something but no one is. is there any way i can get back to only 11 ping

Other patterns of my ping is,
200 ping for about 2-3 minutes
complete internet cutouts(pretty sure this is external but ill put it here anyways)
11 ping with 300 ping spikes
overall inconsistencies throughout all times of the day

(Im also currently on 1.3mb down and 0.07mb up even though i have 32down 32up)

You need to test on ethernet to see if the problem is wifi or if it is a some other issue.

Just because no one in your house is using wifi doesn't mean a lot all your neighbors are also using wifi. The signals interfere no matter which router you are talking to. Maybe you can change the radio channel or use 2.4 or 5 instead. That doesn't work as well since all the radio bandwidth is massively over crowded.

This is the key reason they say to never play online game on wifi. Games are pretty much the only application that is does not tolerate the error recovery method used on wifi.
