I would still get one. The 4690k will run pretty warm on the stock cooler. The Hyper 212 EVO is a very good and cheap choice.

I wouldn't do it personally. If you run the CPU heavily (gaming), it will be pretty warm. A $25 212 EVO is all you need to completely eliminate this issue.

My friend hada the same core with no cooler because he was saving up for water cooling. his core got to 70c while running 3dmark.
