[SOLVED] Read-Only not turning off?

Windows 10 is installed on my SSD but not on my HDD. Im not able to do anything on my hdd because read-only is on. I tried turning it off in the cmd but it did not even say it was turned on. It has program files(program files, program files(x86))'n such on it. Do i need all these files? How am i able to turn off read-only if my cmd says it is not on? Do i need to reformat it?
 
Solution
If you cloned the HDD to the SSD you need to format the HDD. Make sure you pull any important files from it and perform a quick format. After that you can use it for storage.
