Question Reboot cycle without beep

Hello everyone. I recently underclocked my cpu because i wasn't going to use it so roughly and didn't want it to heat much. When i tried to take it back to normal, system stuck on windows logo and started rebooting. After 10-15 reboots I powered off the system, plugged off everything, removed ram, cpu fan, cpu, bios battery and all the PSU cables. Then i put everything together but now system tries to boot up for about 2-3 seconds, then without a beep, it reboots and again, after 2-3 seconds it reboots and keeps rebooting. No screen, no beep, no nothnig. What could be the problem and how can i solve it guys?

CPU: İntel i5 3570
Ram: 8 GB 4x2 HyperX Fury 1600 MHZ
Graphics Card: AMD Radeon RX 580 4Gb
PSU: FSP Hydro 600 watt

Already plugged out and in the BİOS battery
