record tv on my computer!

I would like to know which graphic card would be good to put in very good quality vhs movies on my computer in mpeg or avi.

If you have any idea how to do that could you please to tell me how because i hate vhs lol!

Any recent card with a Video INPUT would be fine, OR you could just get a cheap TV tuner card with video inputs. $15 to $30 at softwareandstuff.com.
