If you have deleted a file and it is now in the recycle bin then open the
bin right click the file and restore it.
If you have deleted a file to the bin and then emptied it (deleted all files
from within the recycle bin) then they are gone.
If you then immediately turned off your PC you may be able to recover the
files using low level disk recovery tools or expensive third party
services - if however you have continued to use your PC and maybe created
new files etc then you are unlikely to be able to recover them.
I suppose just telling you to recover them from your latest backup would be
pointless, but at least be a lesson to encourage you to instigate a backup
routine for at least your most important files.
