Question Red flickering dots on my monitor

I bought a brand new Samsung T27B550 LED TV Monitor today. Unboxed it and set it up to display from my GTX 1050Ti FTW, but as soon as I turned on the monitor I noticed that there were some red flickering dots on a black background and blue flickering dots on white background. I was previously using an AOC 2470W monitor before and I never had this issue with it. Is it an issue with the Samsung monitor or my GPU? I am currently outputting from the HDMI port on the GPU and inputting to the HDMI input that specifies (DVI) and the dots show up, but if I connect it to the HDMI input that specifies (MHL/ARC) the dots go away but the display looks rough around the edges. I also connected my laptop with the same GPU to the monitor on the same input port and there's no issue with the display. Any ideas on what could be the cause?

Gigabyte GA-970A-DS3P
AMD Phenom II X4 960T
GTX 1050Ti FTW
EVGA 600B1
WD 3.5" 500GB 5400 RPM
Old Monitor: AOC 2470W
New Monitor: Samsung T27B550

Do you have another HDMI port on your desktop? The last time I've had something similar, it was a bad USB-C - HDMI adaptor for a laptop.

As a stopgap, try a lower refresh rate if available.

I only have 1 HDMI output from my GPU, the other ports are DVI and DPI. I tested my other two laptops on the same input port on the monitor and it works fine. What's puzzling to me is that I never had this issue on my previous monitor which still works.
